Initially，the public administration only pays attention to order keeping. However，with the development of society and economy，the government has to take on the duty of providing public service，which results in the appearance of service administration. Service administration and order administration together constitute the main elements of modern public administration. This book explores the relevant issues of service administration.Chapter 1 is to explore the origin of service administration from the evolution of administrative conception，the background of service administration，and the emergence and development of the theory of service administration.Chapter 2 discusses some basic issues of service administration，such as its nature，character，type，and so on.Chapter 3 from the perspective of the relationship between the state and society，reviews the government's role and its changes since the founding of PRC，probes into how service administration emerged in China，and analyzes its present situations.Chapter 4 explains what impacts service administration has and how it impacts China's administration practice，involving administrative scopes，functions and means，types of administration actions，the administrative discretion，the administrative attitude，etc.Chapter 5 talks about the influences of service administration on the theoretical basis of administrative law，the principle of rule of law in administration，the administrative state theory，and the theory system of administrative law.Chapter 6 discusses the principles that the service administration should follow，including the Principles of assistant equality，participation，continuity and adaption，and so on.Chapter 7 talks about the approachs through which public service can be provided.At the same time，in order to ensure the justice and effective implementation of the service administration，we should give full play to administrative procedural system such as the administrative hearing，the administrative disclosure，and so on.Chapter 8 argues the necessity，means，and approaches of the marketization and privatization of service administration，and further discusses its side effects.Chapter 9 is to demonstrate the significance of legal remedies for people's maintenance of the rights relevant to service administration，to explore the existing legal remedy system as well as its lack，and to study the related issues of administrative relief and judicial relief system.Key Words：Service administration，Order administration，Public service，Civil rights
